pace of play policy

I hate to flog a dead horse. However, perhaps we need to publicize our pace-of-play policy better. I haven't been able to find anywhere (web site, newsletters, whatever) where we have published all of the details of our current policy. Do we send out warning letters based on one or more of the following: front nine time and differential, back nine time, and 18-hole time and differential? Do we still have the provision where we deduct one letter if a person plays up to "standard" in 8 tournaments in a row? How does one find out if this has been applied to his record? What are the penalties for repeated "letters"? I know that this is all in writing somewhere, but it should be publicized more openly.
