Safe, I would say yes, but if you're caught in the crossfire between police and drug dealers you're not excused because your a tourist, if you know what I mean. Most favela tours take you to Rocinha, the largest shanty town in Rio, but their intentions are not really social, they are purely commercial.
I prefer taking my guests to a poor community in Niteroi (across the Guanabara bay bridge) which is also on a hillside and it can be considered what we call favela, but it is surrounded by army barracks so no big crime over there and people are free to do what they want.
With one day in advance I contact a family in the favela and I buy one month food supply and just ask them to cook lunch for me and my guests, and they have lunch in a real favela household with a typical local family. It will be the same price of a favela tour but you will help much more!
So you will not be just doing something touristy, you will do something to help people who really need it!
