Try an accordion dealer near you. If there are none then try the Button Box in MA, Castiglione in MI, Smythe's Accordion Center in CA or Accordion Connections (Hohner Dealers) in NH. You can also try eBay. There are plenty of cheapo three row boxes available. If you want something half decent, then try a three row from Weltmeister, or Gabbanelli. A Chinese box will fall apart in no time and will sound lousy. You will exhaust yourself playing it because the cheap reeds will use too much air. Good luck.
Smells awful is right. Not sure what they Chinese put in their plastics, but I'm sure they're meant to cause genetic mutations as soon as you pull them out the box. I had a Morelli triple row years ago. The bellows was TOXIC. I tried leaving the bellows in the oven on very low to try to off-gas it, to no avail. I've tried fleece ski clothes off the rack that are from china with this same god awful toxic gas emanating from it.
Really hoping to snag a cheap used one. I already have one that I gig with. I'm just looking for something to keep close by, and maybe tote with me, to work out tunes. Key is unimportant.
one thing to remember
detail
the cheap accordions usually have the reed blocks only held in with wax, no nails
which means don;t ever leave them in a car
the heat will soften the wax and the reed blocks all fall out

anyway
it;s not a bad idea for a practice box
another alternative is a cheap one row
but they aren;t any better, cheaper or better sounding really
