Not "toi voir" , but he is probably saying "je peut pas te re'oir" "I can't see you again".
Yeah, I think I should have put "te voir" or "t'voir".

Do both these statements mean the same thing and make sense? "tu connais j'peux pas te voir" and "tu connais j'peux pas te revoir"? Or is one better/more correct than the other?

I'm sure no expert, but both make sense to me, "j'peut pas te 'oir" is "I can't see you" and "j'peut pas te re'oir" is " I can't see you again". At least to my partially educated mind.
