Note that the one talking about the Eastern Senior league has a bit of a factual error though.
There St. Lawrence Falcons are an Ottawa District HA team playing out of Prescott - they play a regular schedule in the EOSHL. There is not another "lone team in the ODHA that doesn't play a regular schedule" as the article says.
I have heard rumours of teams joining as the article said. I know Kingston wanted one this year and couldn't find ice time, but was shooting for 04-05. There are also rumours of a team or two suiting up in the Ottawa area.
