In this price range the Hohner HA-114 is the only serious option.
They are not made anymore, but they're out there used for 200-500 usd depending on condition etc.
Solid, sounds good, feather light, small and plain fun to play.

Only thing is that it's mostly England, so you have have deal with international shipping, and possibly customs duties, assuming the seller is even willing to ship internationally.
I have tried a Hohner Cajun IV and it felt nice to play – they just sound really quiet and dull, so I knew I personally wouldn't be motivated to practice on one. Those pop up for around $600 on ebay. I wouldn't pay any more for one. If you could get a Gabbanelli for that price, it would definitely be better.
Here's another HA114 for $600, restored + video demonstration so it's not a crapshoot on the quality, had thought of buying this one myself
David - Isn't that Gabbanelli in Bb? Probably not the best choice for a beginner unless he's planning to focus almost exclusively on Zydeco.

I had 2 incidents where people actually died to cheat me out of stuff.
One guy had my battery charger and they sold it at his estate sale. Friend of mine said, "Your battery charger sold pretty good." I was actually planning to go to that sale, but missed it for some reason.
I'd have thought his family would have offered to return it before the sale. It had my name on it.
