Missing Man Table.........

I am trying to get some information about the missing man table. who and how it got started and when it started. I am with POW/MIA orginization and we had done the missing man table with a 21 gun salute and taps. but would like to get some information on it.
If anyone can help I would appreciate it. I have looked online but can't find any real info on it.
